JURISDICTION :
The Mumbai Customs Zone –III is the biggest Customs Zone in the country in terms of number of incoming and outgoing international flight and passenger clearance and also largest Air Cargo Complex in India in terms of volume of cargo handled, value of cargo, documents filed and revenue collected.
2. Mumbai Customs Zone-III was carved out of the erstwhile Mumbai Customs Zone in October 2002. Originally it comprised of Preventive Commissionerate, Airport Commissionerate and Pune Customs Commissionerate. The Zone was reorganized in July, 2007 and Pune Commissionerate was replaced with Air Cargo Complex Commissionerate (Import) & (Export) to the Zone. Presently, Mumbai Customs Zone– III having Office at 6 TH FLOOR, AVAS CORPORATE POINT, MAKHWANA LANE, ANDHERI KURLA ROAD, BEHIND S.M.CENTRE, ANDHERI (EAST), MUMBAI – 400 059 comprises of the following Commissioners :
(A) AIRPORT COMMISSIONERATE, (MUMBAI)
1. Chhatrapati Shivaji International Airport,
Situated at Sahar Village, Andheri (East), Mumbai. This being the largest Airport in the country, is handling the largest number of incoming and outgoing international flights and passenger clearance.
2. Courier Clearance Centre :-
Clearing the Courier consignments and is the major revenue centre.
3. Diamond Plaza Clearance Centre :-
Situated at Lamington Road in Central Mumbai, is one of the premier centres for clearance of precious/semi precious metal and stones.
4. SEEPZ-SEZ :-
This export processing zone, is situated at Mahakali Road, Andheri (East).
5. Airlines Bonds :-
Oberoi Flight kitchen, Taj Stats Flight kitchen, Ambassador Flight kitchen and Air India/Chef –Air Flight kitchen are the service providing kitchen facilities for in flight services for the International Airlines operating at Mumbai Airport.
(B) PREVENTIVE COMMISSIONERATE, (MUMBAI)
Formation
The Mumbai Customs (Preventive), Commissionerate was set up in 1970 to exclusively deal with Customs Anti-smuggling work in the Mumbai region. It comprises of two wings viz. Rummaging and Intelligence (R&I) Division and Marine and Preventive (M&P) Wing.
JURISDICTION
Extends from Dahanu in the North to Srivardhan in the South, covering three districts of Maharashtra viz Greater Mumbai, Thane and Raigad.
R&I Wing covers the Docks, Mumbai Harbour, Sahara Airport, Sahar Air Cargo Complex, Nhava Sheva port and the City of Mumbai.
M&P Wing covers 220 kms long Coastline in the District of Thane and Raigad for Anti-smuggling operations having jurisdiction with R&I in Mumbai City.

(E) COMMISSIONER OF CUSTOMS (APPEALS), MUMBAI, Zone–III
FUNCTIONS :
The Commissioner of Customs (Appeals), Mumbai-III shall have jurisdiction in relation to an order or decision of Assitant Commissioners of Customs / Dy. Commmissioner of Customs , Joint Commissioner of Customs and Additional Commissioner of Customs (Airport), (preventive), Air Cargo Complex (Import) & (Export) Mumbai.
(Notf. No. 16/2002-Cus (N.T.) dtd : 07.03.2002 superceded the earlier Notf. No. 29/97-Cus. (N.T.) dtd : 07.07.1997)
FUNCTIONS :
The Chief Commissioner of Customs is the head of Mumbai Customs Zone – III which has jurisdiction over the Customs work of International Airport, Mumbai / Air Cargo Complex (Import) (Export) and the Preventive Commissionerate, Mumbai. The Chief Commissioner monitors proper implementation of Customs border control regulations including instructions / guidelines issued by the Central Government from time to time on administrative matters. The Chief Commissioner also discharges certain statutory functions bestowed on him under the Customs Act, 1962 and is a member of following two committee of Chief Commissioner of Customs
(i) Reviews the adjudication orders passed by the Commissioner of this Zone and submit the findings to the Chief Commissioner of Customs, Zone – II for approval.
(ii) Reviews the adjudication order passed by the Commissioner of Central Excise & Customs, Pune Zone on receipt of the same from the said Chief Commissioner of Central Excise & Customs, Pune.
He also supervises the functioning of the Commissioner of Customs (Appeals) of Mumbai Zone – III. The Chief Commissioner reports directly to the Central Board of Excise and Customs, Ministry of Finance, New Delhi.
The Chief Commissioner of Customs office consists of one Additional Commissioner, one Deputy Commissioner and supporting staff consisting of 17 group “B” officers and 8 group “C” staffs. They monitor the revenue collection, formulation of trade facilitation measures, preventive and anit-smuggling checks, recovery of disposal of pendencies, redressal of the grievances and complaints of the trade/public. Co-ordination among the Commissionerates of the Zone and effective interaction with the trade to facilitate the import and export operations are also handled by this Chief Commissioner’s Office. It also keeps the Central Board of Excise and Customs posted of the progress in revenue collection and Customs related work achieved by the Zone through periodic statements and reports. It also analyses the trend of imports / exports and smuggling activities
The Deputy Commisioner in Chief Commissioner’s Office is designated as CPIO to handle requests under the RTI Act, vide Public Notice No. 02/2010 dtd : 28.04.2010 and Additional Commissioner of Customs in Chief Commissioner’s Office is designated as Appellate Authority vide Public Notice No. 03/2010 dtd : 07.07.2010.
